Human Resources Generalist II

Touching Angels Healthcare, Inc. is seeking an HR Generalist II for the Ellicott City, MD office (onsite). In this role, you will help strengthen people operations by owning full-cycle recruiting for higher-complexity positions, leading employee relations intake and documentation, and managing onboarding and offboarding workflows. You will also perform first-level quality review over entry-tier HR work, support HR reporting and compliance, and serve as an escalation point for tier one HR questions.

What you will do

• Manage end-to-end recruiting for assigned positions, including higher complexity and management support roles, from sourcing through onboarding.
• Post and maintain compliant job listings, coordinate phone screens and structured interviews, and administer the conditional offer process.
• Administer background check processing and coordinate pre-employment screening, while tracking recruiting metrics.
• Lead employee relations intake by collecting and documenting matters in an objective way, and support investigations under HR leadership.
• Support supervisors with corrective action documentation and ensure consistent policy application.
• Own onboarding workflow completion, including orientation, I-9, and required documentation.
• Coordinate offboarding activities, including exit documentation, exit interviews, and tracking return of access and equipment.
• Perform first-level sign-off on recruiting, onboarding, and personnel file documentation completed by entry-tier HR staff, with final verification authority held by the HR manager.
• Act as the first escalation point for tier one HR questions, and coach and mentor entry-tier staff.
• Maintain HR metrics reporting for leadership, support audit preparation, and escalate certification expirations before lapse.
