Job Description

Hands-on HR generalist and manager overseeing payroll, benefits, recruiting, compliance, and employee relations for a 100–120 employee manufacturing operation in an ITAR controlled setting.

Salary: USD 60,000 - 70,000 per year

Responsibilities

  • Manage full payroll processing in Gusto with precise time capture, approvals, multi-rate and overtime calculations, deductions, garnishments, PTO accruals, tax filings, and GL reconciliation.
  • Oversee benefits programs including health, dental, vision, 401(k), and leave administration; handle open enrollment, qualifying life events, COBRA, and carrier coordination through Gusto.
  • Lead full-cycle recruitment for hourly and salaried roles, covering sourcing, screening, interviews, offers, background checks, and onboarding to meet production staffing needs.
  • Serve as the primary contact for employee inquiries, conflict resolution, investigations, disciplinary actions, and performance issues; coach supervisors in fair and direct leadership.
  • Ensure compliance with FLSA, FMLA, ADA, EEO, OSHA, workers’ comp, and Utah labor laws; administer I-9 / E-Verify, ITAR screening support, and maintain audit-ready records.
  • Coordinate onboarding and offboarding, maintain job descriptions, the employee handbook and policies, and ensure HRIS data integrity; deliver metrics on headcount, turnover, attendance, and time-to-fill.
  • Collaborate with the COO, CFO, and floor supervisors to translate workforce needs into staffing, training, and retention actions that safeguard throughput and quality.

Requirements

  • Foundation: 5+ years of progressive HR generalist experience with direct, hands-on payroll responsibility; Gusto is highly preferred.
  • Breadth: Demonstrated expertise across benefits administration, full-cycle recruiting, employee relations, and HR compliance, able to manage all areas independently.
  • Compliance: Practical knowledge of federal and Utah employment laws (FLSA, FMLA, ADA, EEO, OSHA) and comfort operating in a regulated, security-sensitive environment.
  • Systems: Proficiency with HRIS and payroll platforms, time and attendance systems, and Microsoft 365 / spreadsheet skills for clean reporting.
  • Environment: Manufacturing, industrial, or other hourly-workforce experience is strongly preferred; ITAR / ATF regulated exposure is a plus.
  • Education: Bachelor’s degree in HR, business, or a related field; PHR or SHRM-CP certification is welcomed.
