Job Description
This hybrid Inglewood based HR leadership role oversees all HR operations for Centinela Youth Services, with compensation between $31 and $40 per hour.
Responsibilities
- Report to the Chief of Operations and direct the daily functions of the HR department, including recruitment, payroll administration, benefits, leave management, and policy development and enforcement.
- Monitor compliance with mandatory and voluntary training, ongoing education, safety training, anti harassment training, and other professional development requirements.
- Lead end to end recruitment: resume screening, initial phone screens, coordinating internal interviews, and facilitating hiring; partner with managers to define required skills and competencies; analyze metrics to optimize the process.
- Develop and implement procedures for effective employee relations management; advise managers, supervisors, and staff on laws, policies, and practices related to employee relations.
- Perform or coordinate eligibility verifications and background checks for new hires and the volunteer program.
- Design, develop, and implement onboarding programs for new hires.
- Execute routine HR tasks across compensation, benefits, leaves, employee relations, performance and talent management, recognition, morale, safety, compliance, and development.
- Respond to employment related inquiries from applicants, employees, and supervisors; escalate complex matters to the appropriate staff or external consultants as needed.
- Participate in employee meetings, terminations, and investigations as required.
- Develop and maintain current compensation plans for staff.
- Evaluate, select, and manage benefits programs; oversee payroll compliance.
- Ensure adherence to federal, state, and local employment laws and best practices; review policies to maintain compliance.
- Manage leaves of absence in accordance with applicable laws.
- Stay informed about HR trends, regulatory changes, and new technologies in talent management and employment law.
- Develop retention strategies and implement succession planning initiatives.
- Create, track, and report HR metrics to inform decision making.
- Other duties as required by business needs.
Requirements
- Bachelor's degree in Human Resources Management, Business Administration, or a related field.
- Minimum of five years of HR experience, including leadership responsibilities.
- Excellent verbal and written communication skills.
- Strong interpersonal, negotiation, and conflict resolution abilities.
- Outstanding organizational skills and meticulous attention to detail.
- Effective time management with a proven ability to meet deadlines.
- Strong analytical and problem solving capabilities.
- Ability to prioritize tasks and delegate when appropriate.
- Integrity, professionalism, and ability to handle confidential information.
- Thorough knowledge of employment related laws and regulations.
- Proficiency with Microsoft Office Suite or equivalent software; ability to learn the organization’s systems quickly.
- Must be able to commute to multiple locations within Southern California (Pacoima, Hawthorne, Inglewood, Compton).

Working Conditions

Driving Duties
