Job Description
The Manager, HR Business Partner (MNR) at the Metropolitan Transportation Authority oversees the delivery of HR solutions and programs across assigned departments, guiding daily HR activities and forging strategic partnerships to provide client-focused HR services from a hybrid work arrangement in New York, NY.
Responsibilities
- Support and execute the HR department's integrated solutions, programs, and strategies, delivering a comprehensive suite of HR services across multiple agency functions.
- Collaborate with Senior HRBPs and departmental leaders to drive organizational reviews, workforce planning and forecasting, recruitment strategy, succession planning, and resolution of compensation matters.
- Support routine HR activities within assigned departments by cultivating strategic relationships and delivering efficient, service-oriented HR support aligned to department needs.
- Act as the department's resource on Metro-North HR policies and procedures, ensuring consistent interpretation and application across the area.
- Oversee daily leave administration programs, including FMLA, NY PFL, short-term disability, and long-term disability, in alignment with agency policies and applicable laws.
- Prepare documentation and coordinate communications with employees, managers, Labor Relations, and external vendors regarding leave and benefits.
- Audit FMLA and PFL approvals to identify trends and verify policy compliance.
- Support compensation activities for non-represented roles by partnering with the Compensation team to prepare offers, perform analyses, and review or revise job descriptions.
- Initiate and monitor personnel actions such as PARs and PURs to ensure timely, accurate HR system processing.
- Conduct research and compile statistical analyses to inform HR policy development and program initiatives.
- Audit HRIS data for accuracy, generate ad hoc reports and queries, and maintain data integrity.
- Assist with employee relations matters, including investigations, performance improvement plans, disciplinary actions, and terminations as appropriate.
- Support employee engagement efforts by collaborating with managers and staff to strengthen relationships, boost job satisfaction, elevate morale, and improve productivity and retention.
- Visit field locations to build relationships, understand operational challenges, and deliver practical HR solutions.
- Assist with reasonable accommodation requests by coordinating with employees, managers, and stakeholders to ensure timely solutions.
Requirements
- Demonstrated supervisory or leadership abilities.
- Ability to handle confidential information with sound judgment.
- Practical working knowledge in at least two HR disciplines among compensation, employee relations, performance management, organizational design, employee engagement, benefits, talent acquisition, leave administration, or related areas.
- Experience administering HR programs while managing multiple responsibilities within tight deadlines.
- Proven leadership, management, problem-solving, planning, organizing, and decision-making skills with creative abilities to identify and resolve issues and implement preventative measures.
- Solid understanding of corporate structures and functions, with a broad view of staffing needs and employee development.
- Working knowledge of labor agreements and related HR laws.
- Knowledge of relevant state and federal HR regulations.
- Effective oral and written communication, interpersonal, presentation, conflict management, coordination, and negotiating skills.
- Experience developing, implementing, and administering policies and procedures.
- Proven ability to build effective partnerships with department heads and managers.
- Proactive approach with the ability to anticipate department needs and propose solutions.
- Ability to interact with managers and employees at all levels and work collaboratively as part of a team.
- Advanced proficiency with Microsoft Office applications (Excel, Word, Visio, PowerPoint, Power BI); TEAMS, Zoom or similar platforms; and HRIS systems such as PeopleSoft or Oracle.
