Job Description

Bedford Regional Water Authority is seeking a strategic HR leader to direct all human resources functions in Bedford, Virginia, with a salary range of USD 97,055 - 164,944 per year.

Responsibilities

  • Advise executive leadership on workforce planning, organizational design, and long term talent strategy.
  • Develop, implement, and govern HR policies and programs aligned to the Authority’s objectives.
  • Coach and develop the HR team, setting performance expectations and conducting evaluations.
  • Utilize HR metrics and analytics to identify trends, inform decisions, and improve organizational effectiveness.
  • Provide guidance to managers and employees on employee relations, conflict resolution, and performance management.
  • Oversee investigations to ensure fairness, consistency, and legal compliance; present actionable recommendations to leadership.
  • Ensure compliance with federal, state, and local employment laws and regulations including FMLA, FLSA, EEO, and ADA.
  • Identify and mitigate organizational risk related to employment practices and policies.
  • Develop and support recruitment strategies to attract high quality candidates; promote a strong employer brand and positive candidate experience.
  • Manage end to end hiring, including job postings, interviews, onboarding, and orientation; partner with leadership on workforce needs and succession planning.
  • Design and deliver training and development programs to enhance both employee and leadership capabilities.
  • Administer compensation and benefits programs, including annual open enrollment.
  • Conduct compensation analyses and support updates to salary structures and pay bands.
  • Keep benefits programs competitive and aligned with organizational needs.
  • Oversee HRIS, employee records, and reporting processes; maintain accurate personnel and medical files.
  • Administer leave programs, including FMLA and other applicable policies.
  • Continuously evaluate and improve HR processes for efficiency and effectiveness.
  • Lead initiatives to enhance employee engagement, morale, and retention.
  • Support leadership in fostering an inclusive, high performing workplace culture.
  • Represent the Authority in community and professional settings as appropriate.
  • Perform other duties as assigned by the Director of Administration and/or Executive Director.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field, or an equivalent combination of education and experience.
  • Between 5 and 8 years of progressive HR experience, including at least 2 years in a supervisory or leadership role.
  • SHRM-CP and/or SHRM-SCP certification preferred.
  • Strong knowledge of employment laws, regulations, and HR best practices.
  • Proven ability to lead, influence, and partner with leadership at all levels of the organization.
  • Excellent communication, interpersonal, and conflict-resolution skills.
  • Strong analytical and problem-solving capabilities with the ability to use data to inform decisions.
  • Proficiency in Microsoft Word, Excel, and Outlook; experience with HRIS systems.
  • Ability to maintain a high level of confidentiality and professionalism.
  • Valid Virginia driver’s license.

Working Conditions

  • Position is onsite in Bedford, Virginia; employee will sit for portions of the day and may stand or walk as needed.
  • Frequent physical agility requirements including climbing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, repetitive motions, and manual dexterity.
  • Sensory requirements include standard vision and hearing with ability to communicate ideas clearly.
