Human Resources Recruiting Specialist
Job Description
The Human Resources Recruiting Specialist coordinates county-wide recruitment activities, supports pre-boarding and onboarding efforts, and leads outreach initiatives. This role serves as the primary contact for applicants and oversees the applicant tracking system and recruitment materials.
Responsibilities
- Plans and executes recruitment and selection activities in partnership with hiring managers; screens applications to assess qualifications, administers testing components as appropriate, and performs related statistical analyses to evaluate results.
- Collaborates with hiring managers and interview panels throughout the recruitment and selection process, including planning, developing interview questions, assessing candidates, and shaping selection strategies; participates in interviews and provides guidance and recommendations on hiring practices, candidate evaluation, applicable laws, policies, and final hiring decisions.
- Acts as the primary administrator of the applicant tracking system (ATS); posts vacancies, monitors applicant flow, communicates with candidates, and ensures data accuracy and completeness.
- Coordinates interview logistics, including scheduling, panel coordination, testing arrangements, and candidate communications.
- Responds to applicant inquiries and provides routine information regarding recruitment timelines and requirements.
- Conducts reference and background checks in accordance with County policies and applicable laws.
- Serves as a primary point of contact for new hires between offer acceptance and start date, providing timely updates, instructions, and reminders to support a smooth transition into employment.
- Maintains recruitment files, applicant records, and related documentation in line with County policies and retention requirements.
- Coordinates with other departments to ensure onboarding requirements are completed prior to the start date.
- Assists in revising job descriptions to reflect functions, reporting lines, requirements, essential skills, and physical and mental requirements.
- Develops and maintains standardized recruitment marketing materials, including job posting templates and candidate-facing content.
- Drafts engaging and accurate job postings that reflect essential functions and qualifications.
- Coordinates recruitment outreach, including career events and community engagement activities.
- Supports recruitment content for the County website, job boards, and approved social media platforms as directed, and keeps materials current.
- Provides guidance, consultation, and training to managers, supervisors, and employees regarding applicable State and Federal laws and administrative policies and procedures.
- Administers new employee orientation; reviews available insurance and benefit options, County policies, and new hire paperwork including tax forms, I-9, direct deposit, IPERS enrollment, and beneficiary designation.
- Performs a variety of clerical tasks, screens calls, processes daily mail, and composes correspondence.
- Participates in projects as assigned, including process improvements, system updates, or documentation support, and provides backup to other HR staff as needed.
- Demonstrates the County PRIDE philosophy through daily actions and performs related duties as assigned.
Requirements
- Associate's degree in Human Resources, Business, or a related field preferred; plus two (2) years of HR-related experience, or an equivalent combination of education, training, and experience.
- Knowledge of applicable local, state, and federal laws, codes, regulations, and ordinances.
- Understanding of basic recruitment and selection principles and practices.
- Familiarity with records maintenance, retention policies, and procedures; HIPAA compliance requirements.
- General office practices, procedures, and equipment; ability to handle confidential and sensitive information.
- Basic mathematical calculation skills and accurate record-keeping abilities.
- Proficiency with computer systems, including standard and some specialized software.
- Ability to establish and maintain cooperative working relationships; interact tactfully and professionally with staff, outside agencies, and the public.
- Strong verbal and written communication skills.

Education, Training, and Experience Guidelines
Associate's degree in Human Resources, Business, or a related field preferred; plus two (2) years of HR-related experience, or an equivalent combination of education, training, and experience.
