Job Description

Carpenter Technology is seeking a Senior Manager of Human Resources to shape the HR agenda for its Reading and Shalmet facilities. This onsite leadership role partners with the CHRO and site leadership to align HR strategy with manufacturing needs, directing HR operations, programs, and continuous improvement initiatives. The position oversees HR activities for both Production & Maintenance and the Operations Salaried workforce at the Reading, PA site.

Responsibilities

  • Lead the HR strategy and oversee daily HR operations for both Production & Maintenance and the Operations Salaried workforce, covering employee relations, organization development, staffing, training, communications, and benefits administration.
  • Manage employee relations programs, policies, and procedures across business units, maintaining open communication and strong employee relations to drive engagement, satisfaction, and retention.
  • Direct investigations and handling of employee concerns, exit interviews, issue resolution, and the open-door process; oversee the local corrective performance system, attendance, and related administration; monitor engagement, morale, and satisfaction.
  • Provide coaching to managers, HR staff, and employees on workplace issues such as performance, wage analyses, hourly recruitment, conflict resolution, investigations, disciplinary actions, termination guidelines, and related matters.
  • Offer HR advisory support to executive leadership and management during strategic planning, crafting HR strategies aligned to business area needs.
  • Develop and implement advanced HR plans, programs, and policies to attract and retain top talent.
  • Accountable for supporting continuous improvement initiatives, including the Operating Model, change management strategy, broad employee engagement, and milestone execution.
  • Build cross-enterprise relationships and act as a strategic partner to line leaders; foster a robust employee relations climate by engaging all stakeholder groups to enable smooth adoption of corporate initiatives and changes.
  • Within the first three months, perform a comprehensive assessment of the HR function and craft a strategy to optimize the local HR department; interpret policies, advise management on sensitive performance and employee relations matters, and provide recommendations.
  • Collaborate with HR functions across recruitment, compensation, total rewards, engagement, other HR partners, and training.
  • Coordinate with HR leaders at other sites.
  • Lead tactical HR support for people managers and HR business partners.
  • Mentor and develop HR business partners in their professional growth.
  • Rely on data to monitor HR key performance indicators (KPIs).
  • Leverage technology, including AI, to enhance HR practices.
  • Apply principles of operational excellence to drive HR process improvements.
  • Manage budget and costs for the HR group.
  • Provide hands-on leadership to direct and support all HR functions at the sites.
  • Apply creative strategies to foster cultural change and engagement, improving performance, morale, and employee experience at all levels.
  • Perform other duties and special projects as assigned.

Requirements

  • Bachelor’s Degree in Human Resources, business, management, industrial relations, or a related field is required; advanced degree (Masters or MBA) preferred.
  • 3-5 years as an HR business manager or leader, preferably in a manufacturing environment.
  • 10+ years in Human Resources with depth across core practice areas including organization, management and employee development, employee relations and advocacy, staffing, compensation, and strategic workforce planning; experience in industrial manufacturing and/or engineering environments and with organizations known for progressive HR practices; demonstrated ability as an independent, self-starter.
