Job Description
The Children's Center offers a hybrid Talent Management and Development Specialist (Recruiter) role in Suffolk, VA, combining on-site collaboration across multiple centers with flexible, hybrid work arrangements. This position provides a competitive salary of $50,000 to $75,000 per year and a clear path to influence talent strategy through full life cycle recruitment, onboarding, retention, promotion and succession planning. You will facilitate new employee orientation and contribute to a culture that values professional growth, teamwork and operational excellence. A Bachelor's Degree in Human Resources and at least eight years of HR experience are required.

Responsibilities
- Provide professional expertise and support in designing, developing and implementing the talent review process to meet business goals and create an internal bench of top talent
- Partner with hiring managers to develop effective sourcing and recruitment strategies that drive client satisfaction
- Build and nurture relationships within the organization and the hiring community to influence the recruiting process
- Develop, initiate and maintain programs for workforce retention, promotion and succession planning
- Manage and execute full life cycle recruitment within defined metrics to minimize time-to-start
- Define roles and responsibilities of the hiring team, market appropriately, and establish service-level agreements to ensure an efficient recruitment lifecycle while controlling cost-per-hire
- Serve as a facilitator for new employee orientation
Requirements
- 8+ years experience in the human resources field, with preferred full life-cycle (hire to retire) experience
- Thorough understanding of recruiting methods and best practices, plus applicable policies and federal, state and local employment laws
- Recent experience recruiting across multiple disciplines and levels, including nonexempt, exempt and leadership roles
- Experience designing and supporting organization-wide talent management programs covering performance management, talent development, coaching, succession planning, data analytics and relationship management
- Experience in all sourcing areas including the internet, social media, networking, referrals, postings, open houses and virtual job fairs
- Experience with applicant tracking systems and affirmative action plan requirements
- Current HRCI-SPHR or SHRM-SCP certification or ability to obtain within one year of employment
- Bachelor's Degree in Human Resources or an equivalent combination of education and related experience
- Familiarity with Head Start, Virginia Licensing and Department of Transportation regulations preferred
- Ability to work in a fast-paced environment and stay well organized
- Flexibility with work hours, including the ability to meet recruits' needs for evening or weekend contacts
- Positive attitude and strong work ethic
- Valid Driver’s License with the ability to drive between school locations
- Ability to pass criminal background check, tuberculosis screen and drug screen
- Prolonged periods of sitting and working at a computer; ability to lift up to 30 pounds
- Willingness to work flexible shifts and days, including weekends
