Human Resources & Relationship Manager
Job Description
Happy Quest Home Care is seeking a Human Resources & Relationship Manager to strengthen people operations in a fast-moving, mission-focused environment. Based in Bellingham, WA and working onsite, this role will guide HR initiatives, support organizational culture, and help ensure the company remains compliant with applicable employment requirements.
Reporting into the people function, you will partner across levels to manage talent and employee experiences, drive process improvements, and support large-scale change efforts. The position is focused on practical HR leadership, including recruiting operations, employee relations, compliance oversight, and data-informed workforce planning. Compensation for this role is $28.00 to $35.00 per hour.
What you’ll do
- Develop and implement human capital management strategies aligned with organizational goals, including talent acquisition, onboarding, training & development, and succession planning.
- Oversee recruiting workflows using an ATS, including platforms such as Taleo, UltiPro, or Oracle HCM, to attract and move qualified candidates efficiently.
- Manage employee relations by addressing conflicts proactively, conducting performance evaluations, coaching managers and staff, and supporting a fair and respectful workplace.
- Maintain HR legal compliance by staying current with employment and labor law, FMLA regulations, EEO policies, and other HR legal standards while handling confidential information with integrity.
- Lead change management efforts during major organizational transformations by facilitating communication and process improvements to support smooth transitions.
- Use HR analytics and data collection tools to analyze workforce trends, inform strategic planning, and improve HR processes through data-driven insights.
- Administer benefits programs, run employee orientation sessions, and manage employment law compliance tied to talent management practices.
What you bring
- Proven experience in human resources management with a focus on talent acquisition, employee relations, and strategic HR planning.
- Strong knowledge of employment & labor law, FMLA regulations, HR legal compliance, and HR systems such as Dayforce or UltiPro.
- Demonstrated ability in conflict management, coaching, performance management, and process improvement initiatives.
- Project management skills with the ability to lead large-scale organizational change.
- Excellent communication skills with the capacity to build relationships across all levels of the organization.
- Familiarity with HRIS and recruiting platforms such as Oracle HCM or Taleo, with experience using HR analytics tools preferred.
- Ability to handle confidential information discreetly while maintaining strategic thinking in HR leadership.
