Job Description
The following listing outlines a senior HR analyst role with the Virginia Department of Accounts in Richmond, VA, offering a hybrid schedule focused on benefits administration, payroll, and recruitment.
Responsibilities
- Provides advanced level expertise in administering state human resource benefits and services for the agency.
- Ensures accurate and timely processing of personnel transactions and required paperwork within HR, payroll, and benefits systems.
- Acts as the agency’s primary HR liaison with the Payroll Service Bureau, managing communication and uploads in the PSB portal.
- Supports recruitment by scheduling and facilitating interviews, coordinating candidate communications, and completing reference checks.
- Ensures pre-employment steps are completed in a timely manner.
- Serves as the primary liaison for incoming staff after job offers are accepted.
- Keys personnel transactions within the Cardinal HCM system.
- Maintains personnel, separation, benefits, and recruitment files with accuracy, confidentiality, and integrity in compliance with state and agency requirements.
- Functions as a subject matter expert for leave and absence management, interpreting and applying policy and managing documentation for VSDP, FML, and parental leave.
- Leads administration of employee benefits programs, including health insurance, flexible spending accounts, retirement plans, life insurance, postings and notices, and other applicable benefits.
- Conducts new hire and benefits orientations and oversees onboarding and offboarding of staff.
- Designated agency CVC administrator and a parking and ID badge coordinator.
- Supports the Director of Human Resources by coordinating details for employee recognition events and serving as an agency charge card holder.
- Manages purchasing of employee memberships, training programs, and items necessary for recognition programs and recruitments.
- Provides HR, policy, and benefits guidance to agency staff as a reliable resource.
- Performs other HR duties as assigned by the Director of Human Resources.

- Education or professional experience in human resources or a related field.
- Knowledge of state and federal human resources laws and regulations.

Additional Considerations
- Education or professional experience in human resources or a related field.
- Experience keying HR transactions in an HRIS, handling day-to-day HR, payroll, and/or benefits administration; dealing with retirement and short-term disability plans; managing employee leave in an automated system; overseeing FMLA; and administering HR files.
- Experience with state-specific HR policies, procedures, forms, and transactions preferred.
- Experience working with Cardinal (Oracle PeopleSoft) HCM and the Virginia Sickness and Disability Plan (VSDP) preferred.
- May be required to perform additional duties as assigned.
- May be required to assist in the event of an emergency.
- Occasional need to work outside of normal hours to meet department demands or deadlines.

- This position has a hybrid work schedule with three days per week in the office in downtown Richmond, VA.
