Part-Time Human Resources, Payroll & Compliance Manager
Job Description
Part-time HR, payroll, and compliance support role with day-to-day ownership of people operations, timekeeping review, payroll execution, and safety and contractor compliance systems.
Responsibilities
- Oversee day-to-day administration across human resources, payroll preparation, employee records, recruiting, onboarding, performance management, safety documentation, and contractor compliance systems
- Manage recruiting workflow: applicant screening, interview scheduling, and candidate communication
- Coordinate new-hire onboarding and required employment documentation
- Maintain accurate, confidential personnel files
- Administer employee handbook acknowledgments, policies, and required company forms
- Track attendance, PTO, vacation, anniversaries, and employee eligibility dates
- Assist managers with coaching support, corrective action and related documentation, disciplinary materials, and employee concerns
- Coordinate 90-day, annual, and other employee performance reviews
- Support development of job descriptions, performance expectations, and career-development plans
- Support retention, recognition, and leadership development initiatives
- Coordinate employee separations, final documentation, and exit procedures
- Support benefits administration and 401(k) administration
- Serve as a resource for employee questions related to policies, payroll, benefits, and company procedures
- Review employee timecards and missed punches; verify regular hours, overtime, PTO, vacation, holiday pay, bonuses, and other payroll items
- Prepare, review, and submit payroll through Paychex; process new hires, terminations, wage changes, deductions, and payroll updates
- Review payroll registers for accuracy before final submission
- Respond to employee payroll questions and correct payroll discrepancies
- Coordinate garnishments, child-support orders, and other required deductions
- Maintain payroll records and reports; partner with accounting to reconcile payroll information and support job-cost reporting
- Assist with year-end payroll processes, including W-2 coordination
- Maintain OSHA 300, OSHA 301, and OSHA 300A records
- Assist with injury documentation, workers’ compensation claims, and return-to-work records
- Administer contractor compliance systems such as ISNetworld, Avetta, or similar platforms
- Upload safety policies, training records, insurance documents, and compliance materials
- Track customer-specific and contractor-required training
- Assign required safety training and monitor completion
- Maintain proof of toolbox talks, in-house training, and employee attendance
- Track OSHA 10, first aid, CPR, equipment, driver, and other employee certifications
- Monitor certification status and document expiration dates
- Assist with contractor, customer, insurance, and compliance audits; coordinate with company safety leadership on incident documentation and corrective actions
- Administer employee training through Connecteam or another learning platform
- Assign company SOPs, safety courses, and job-specific training; maintain a training and skills matrix
- Track completed, overdue, and recurring training
- Help develop onboarding plans for new employees and coordinate leadership and supervisor training
- Support crew-leader development and future manager growth
- Help ensure company policies and procedures are communicated clearly and followed consistently
Requirements
- At least 5 years of professional human resources experience (preferred)
- Hands-on payroll processing experience required
- Paychex or similar payroll system experience strongly preferred
- Experience supporting an hourly workforce required
- Construction, manufacturing, logistics, warehousing, field service, or skilled-trades experience strongly preferred
- Working knowledge of employment laws and HR best practices
- Experience with employee relations, corrective action, investigations, and performance management
- OSHA recordkeeping and workers’ compensation administration experience preferred
- Experience with ISNetworld, Avetta, Veriforce, or similar contractor compliance systems highly desirable
- Strong organizational and documentation skills; ability to manage confidential and sensitive information
- Strong written and verbal communication skills
- Ability to work independently and create practical systems
- Proficiency with Microsoft Office, payroll software, and online compliance platforms
- SHRM-CP, SHRM-SCP, PHR, or SPHR preferred but not required

Schedule
- Approximately 20–24 hours per week
- Expected to work across three or four days per week
- Fully onsite in Streetsboro office
- Employee must be present onsite during all scheduled working hours
- Additional hours may occasionally be needed during payroll deadlines, recruiting periods, audits, open enrollment, or employee-related matters
Pay
- $32.00 - $40.00 per hour
