Human Resources Analyst II
Job Description
The City of Monroe, North Carolina is seeking a Human Resources Analyst II to support the full employee lifecycle, with a focus on onboarding and related HR administration. The position is performed under established policies and procedures and requires the use of independent judgment to deliver accurate, consistent HR services for candidates and employees.
Key Responsibilities
- Schedules and conducts the pre-employment process for selected candidates, including drafting conditional offer letters, explaining City policies and required forms, processing background checks, contacting references, verifying application information, and scheduling drug and other required examinations.
- Manages the pre-employment and onboarding process for all candidates.
- Manages the off-boarding process.
- Schedules pre-employment testing for the City, including physicals, drug testing, background checks, fingerprinting, references, and education-related requirements.
- Confirms candidate hiring eligibility with the Local Government Employees Retirement System (LGERS).
- Coordinates and conducts new hire orientations, explains City policies, ensures completion of required paperwork, and supports digital filing of Federal, State, and City-mandated forms.
- Processes and updates personnel actions in the HR System(s), including new hires, status changes, transfers, reclassifications, terminations/resignations, and special assignments.
- Updates and maintains accurate payroll information for HR record purposes and calculates pay adjustments in coordination with Finance/Payroll to ensure correct processing.
- Provides HR information and general assistance to City staff and the public regarding HR policies, procedures, processes, and related questions.
- Provides HR-related information concerning recruitments, staffing, personnel actions, employee records, seniority, workers’ compensation, safety and liability, employee benefits, and other related matters.
- Assists with coordinating annual HR events, including Open Enrollment, Biometrics, Wellness Events, Service Recognitions, Employee Events, and similar activities.
- Responds to verbal and written requests for employment verifications and inquiries from the public and other employees in a timely manner.
- Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments, which may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
- Organizes, maintains, and updates personnel files while adhering to confidentiality requirements for personnel information.
- Supports the Education Reimbursement program by calculating reimbursement amounts after semester completion, generating payment requests, and coordinating payment with the Finance Department.
- Maintains compliance with federal, state, and local employment laws and regulations, reviews policies and practices, and stays informed about trends, best practices, regulatory changes, and new HR technologies.
- Reviews and processes employee evaluations for accuracy and completeness.
- Compiles, analyzes, and maintains reports on department Key Performance Indicators.
- Audits invoices from vendors and submits them for payment.
- Seeks guidance from the Human Resources Director for complex inquiries and performs related duties as assigned.
Required Qualifications
- Bachelor’s degree from an accredited college or university in human resources, public administration, business management, or a related field.
- Three (3) years of experience within Human Resources.
- Human Resources certifications such as PHR, PSHRA-CP, or SHRM-CP.
- Knowledge of FLSA.
- Ability to organize resources, establish priorities, and handle multiple simultaneous complex tasks and projects.
- Ability to determine individual benefit eligibility.
- Ability to demonstrate advanced proficiency with Microsoft Office Suite and other computer systems.
- Ability to exercise independent judgment in confidential and sensitive matters.
- Ability to interpret and explain policies, procedures, and benefits to employees and the public.
- Ability to use small office equipment, including copy machines or multi-line telephone systems.
- Proficiency with, or the ability to quickly learn, the organization’s HRIS and talent management systems.
- Excellent verbal and written communication skills, as well as strong interpersonal, negotiation, and conflict resolution skills.

Physical Requirements

Compensation and Location
- Location: Monroe, NC (onsite)
- Salary: USD 55,851 - 71,210 per year
