Job Description
Join the Hawaii State Department of Education in Honolulu as a Human Resources Specialist III/IV within the Employee Records & Transactions Section. This role is authorized at the HR Specialist IV level, with openings also posted at the HR Specialist III level if recruitment proves challenging. The position blends leadership in personnel surveys with expert analysis to shape effective HR programs within the department.
Responsibilities
- Leads a survey of a department’s personnel practices, coordinating with top staff and management to select samples, assign tasks, and prepare the Report of Survey, ensuring clear communication of problem areas and guiding the implementation of accepted recommendations.
- Acts as a subject matter expert by conducting in-depth research, analysis, and evaluation of personnel programs in the area of specialty, recommending procedural, policy, or legislative changes to drive improvements, developing meaningful statistics, and producing comprehensive reports with support for revisions and classification of new or amended policies and procedures.
Salary Range
- All new external applicants will be placed on the initial step of the salary range.
- Placement above the initial step will be based on special characteristics and the position’s critical needs, an applicant's exceptional qualifications, available funds, and other relevant factors; such appointments require prior approval.
- Hawaii State Department of Education employees will be placed on the salary range in accordance with Department regulations.
- Salary specifics:
- Human Resources Specialist III, SR-20: $4,961.00 - $6,043.00 per month
- Human Resources Specialist IV, SR-22: $5,369.00 - $6,535.00 per month
Supplemental Information
The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable.
Temporary Assignment
- A copy of the applicant’s TA History Report or an equivalent system-generated report;
- A signed letter from the applicant’s supervisor that includes the applicant’s name, TA job title, start and end dates (mm/yy to mm/yy), specific TA duties performed, and either TA hours per week or total TA hours worked; or
- Copies of the applicant’s signed SF-10 Forms.
