The onsite Human Resources Manager role supports Libra Staffing Incβs internal HR operations across California and multi-state staffing, with a focus on onboarding, compliance, employee relations, leaves, and records management. This position is based in Santa Fe Springs, California.
Role Summary
Libra Staffing is seeking a highly organized, compliance-driven HR professional to strengthen internal HR operations across California and multi-state staffing operations. The role can be structured as either an HR Administrator or an HR Manager, depending on the candidateβs experience and scope of responsibilities.
Role Overview
This position oversees onboarding, offboarding, and records management; handles employee relations matters and investigations; coordinates corrective actions and termination documentation; and ensures adherence to California labor laws and internal policies. The role also supports leave administration, safety documentation, workersβ compensation, audits, reporting, and digital HR record maintenance.
Responsibilities
- Assist with onboarding and offboarding processes and maintain personnel files
- Handle employee relations matters, investigations, and documentation
- Coordinate corrective actions, issue written warnings, and prepare termination documentation
- Maintain strict confidentiality of all employee and company information
- Respond to HR inquiries about policies, benefits, payroll, and leaves
- Ensure compliance with California labor laws and internal policies
- Track I-9, E-Verify, and onboarding documentation completion
- Support leave administration including CFRA, FMLA, ADA interactive process, and paid sick leave compliance
- Maintain OSHA records and workplace safety documentation
- Assist with workersβ compensation claim administration and related communications
- Collaborate with recruiters, operations, payroll, and client management teams
- Support accurate recordkeeping within HRIS/ATS systems
- Support staffing operations across multiple locations and states
- Assist with audits, reporting, and internal compliance initiatives
- Maintain orderly digital HR records
- Monitor deadlines, license expirations, trainings, and compliance requirements
- Draft professional HR communications and employee correspondence
- Identify opportunities to improve processes and achieve operational efficiencies
Required Qualifications
- Spanish and English language proficiency (Required)
- Residency or work location in Artesia, CA 90701 (Required)
Preferred Qualifications
- 2+ years of experience in HR, staffing, payroll, or employee relations
- Strong understanding of California employment practices
- Exceptional attention to detail and organizational skills
- Ability to handle sensitive and confidential matters professionally
- Effective written and verbal communication skills
- Proficiency with Microsoft Office and HR/payroll systems
- Experience in the staffing industry
- Experience with AviontΓ© or similar ATS/payroll systems
- Multi-state HR experience
- Experience handling leaves, investigations, or workersβ compensation
- Spanish bilingualism is preferred but not required

Associate degree preferred
